Clicking on a link to an audio/video file will directly launch gallary app

Issue description

I see this behavior on trunk, must be a regression takes place recently.

For example, clicking the mp4 link on chrome stable should navigate to a MediaDocument with only the video element in it.
However, on trunk, we launch the gallary app and try to autoplay the video

This will happen if you build without proprietary codecs. Does it happen with a webm?

Yes, webm works fine.
Should we change this behavior on Android? Unlike desktop ffmpeg, android provide a wide range of hardware supported decoders.
This is necessary for legal reasons now that we have software codecs and really only affects local developer builds. There are ways we can solve this, but for now it made sense to keep Android consistent with the rest of our Chromium platforms. I'd like to solve this by way of  issue 327115 , but haven't had time for this yet.
