pdf downloads instead of opening in new tab

OS: 6.0.1

What steps will reproduce the problem?
1. Open Chrome M49 on Android 6.0.1
2. Search "irs pdf 1040" (test search term)
3. Long click to open first link in new tab or incognito.

What is the expected output?
PDF should open in a new tab

What do you see instead?
Chrome does not do anything when you try to open PDF in new tab
Chrome downloads the file when trying to open pdf file in incognito window.

I tried to repro this. But it works for me. Chrome immediately starts to download the file.
But I have observed something similar in the past. Can you check if Chrome has storage permissions?

Can still replicate this issue.
I verified Chrome has storage permission.

Chrome : 49.0.2623.105
Android : 6.0.1 / MHC19M

Not actually related to the New Tab Page itself. Not sure about Downloads, but I'll let them decide.

The PDF Plugin component in the bug tracker does not apply here. There's no Chrome PDF Viewer on Android.

Comment 4 is correct, there is no PDF viewer in Chrome for Android, so this is working as intended.
