Convert stateful partition space checks to a Verifier

Issue description

Currently, CrOS host verification includes the following
disk space checks:
  * Confirm enough free space in the stateful partition.
  * Confirm enough free i-nodes in the stateful partition.
  * Confirm enough free space in the encrypted stateful partition.

All three checks should be converted into one or more stand-alone
Verifier subclasses, to take advantage of the new verification
framework.  See bug 586317.

The conversion should consider making the code re-usable for
verifying Android- and Brillo-based DUTs.

 
Note also that these checks should be trigger the following
repair actions:
  'au'
  'powerwash'
  'usb'

It would be reasonable to enhance these checks to try and
clean up specified directories prior to definitive failure,
to avoid repair in easy-to-fix cases.

We fail several disqual runs because of "No space left on device" (See https://code.google.com/p/chrome-os-partner/issues/detail?id=58866 for instance)
