Convert stateful partition space checks to a Verifier

Issue descriptionCurrently, CrOS host verification includes the following disk space checks: * Confirm enough free space in the stateful partition. * Confirm enough free i-nodes in the stateful partition. * Confirm enough free space in the encrypted stateful partition. All three checks should be converted into one or more stand-alone Verifier subclasses, to take advantage of the new verification framework. See bug 586317. The conversion should consider making the code re-usable for verifying Android- and Brillo-based DUTs.
