Add UMA to collect usage of different image file formats on toDataURL and toBlob(callback) for HTMLCanvasElement. In the future when toBlob(promise) is implemented on OffscreenCanvas, we can add one more suffix to the histograms.

Those image file formats that are supported in encoding/decoding in Chrome must be included. We can also include those unsupported image file formats to understand the trend of user demand.
