Background image size rounded differently to image size

Chrome version:51.0.2682.0 (Official Build)153a9028e5cb73e3c707b4884550499e2a08af5c-refs/heads/master@{#381839}(32/64-bit)
OS:All(Aero enabled)

Steps to reproduce the issue:
1. Launch chrome and navigate to http://city.milwaukee.gov/
2. Zoom in the page to 125% and observe at L.H.S of 'Welcome' section.

Actual:Unwanted black line is seen at L.H.S of 'Welcome' section after zoom in to 125%

Expected:Unwanted black line should not be at L.H.S of 'Welcome' section after zoom in to 125%

This is a Non regression issue seen from 'M-31'(i.e 31.0.1600.0)

Note : This issue is not seen on other browsers like Firefox and IE.

Background image is clipped differently than the layout snapping at some zoom levels.

Reduction. Zoom at 110% or higher.
