What steps will reproduce the problem?
(1) Sign in to user>> download 2,3 images>> open it in gallery
(2) go to edit settings>> click on crop>> so that crop size boxes will gets enable>> try to mouse hover on all the edit options>> and observe the tool tip

Expected: Tool tip should not be overlapped with the crop size boxes on hovering mouse on the edit options
Actual: Instead overlapping is seen (Refer screenshot)

This is a Regression issue as overlapping is not seen in M46: 46.0.2463.3/7305.0.0 dev-channel Daisy.

Note: Tool tip is shown on below the edit options in M46.

Issue is seen in M49: 49.0.2623.95/7834.60.0 beta-channel Daisy
