Regression:[Devtools] Text overlapping is seen in Timeline tab on scrolling the recorded activity.

Issue description

Chrome Version       : 51.0.2682.0 (Official Build)
OS Version : Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open devtools on NTP.
(2)Open Timeline tab and hit f5 to record the reload.
(3)Scroll the recorded activity tab slowly and observe the Main Thread header.

What is the expected result?
'Rasterizer thread' should not overlap with the Main thread.

What happens instead?
'Rasterizer thread' text overlaps with the Main Thread header on scrolling.

Timeline: fix overlapping group headers in Flame Chart

This fixes a corner case of group header rendering where
we've computed group visibility wrong due to starting from
non-top level group because of clipping. This patch
simplifies logic to always traverse through all groups.

Verified the issue on Windows 7, Ubuntu 14.04 and Mac OS 10.11.3 using chrome latest Dev M51-51.0.2687.0 and observed no overlapping is seen in timeline tab on scrolling the recorded activity.Hence adding TE-Verified label.
