Steps to reproduce the problem:
1. Go to dev tools with "preserve log" option
2. Load 2 pages
3. First page's requests show error

What is the expected behavior?
First page's requests remain forever.

What went wrong?
The error.

This other issue here about the same problem (https://bugs.chromium.org/p/chromium/issues/detail?id=453078) has been active for nearly a year, but no other response from a dev. I am creating this one in hopes of getting more attention to it. There are plenty of arguments against the current system in the linked issue.
