What steps will reproduce the problem?
1. Install the hangouts app from https://chrome.google.com/webstore/detail/google-hangouts/knipolnnllmklapflnccelgolnpehhpl?hl=en
2. Open a chat window
3. Activate browser, open Chrome hotdog menu
4. Dismiss the menu by clicking on the *title bar* of the Hangouts window (clicking the content area won't do it)
5. Now (try to) activate the browser
What is the expected result?
Browser should activate properly, menu bar should say "Chrome", keystrokes should go to browser window.
What happens instead of that?
The Chrome window is raised -- it gets traffic lights -- but the hangouts window also keeps its traffic lights. The menu bar still says "Hangouts" and typing will send keystrokes to the hangouts window.
