Add Finch flag for network time for bad clock interstitial

Issue description

We should have a Finch flag to turn off the use of network time in deciding whether to show the bad clock interstitial.

Almost done, but not quite. Need to enable the feature for waterfall testing; I'll send a CL in a minute for that.
