devtools feature request: jump to custom property definition

Project Member Reported by kayce@google.com, Mar 17 2016

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2680.0 Safari/537.36

Steps to reproduce the problem:
1. Inspect an element that uses a custom property (e.g. `color:var(--main-color)`).
2. Right-click on the declaration value from within the Styles pane.

What is the expected behavior?
DevTools shows a menu with an option to jump to the custom property definition.

What went wrong?
The feature doesn't exist!

Did this work before? No

Chrome version: 51.0.2680.0 Channel: n/a
OS Version: OS X 10.11.3
Flash Version: Shockwave Flash 21.0 r0

Other workflows are acceptable.

Custom variables are now shown as part of properties stack.
We can play certainly with different shortcuts to navigate between css variables, but so far there hasn't been much demand for it.
