Tracking bug to investigate backing a CC class (like Layer) with a mojom file instead of having raw data live in the class.

The goal of this is to see how easy it is to transform a fairly complex class into a mojom representation.  So ideally the end result would be a CL that shows how to move this one class over as well as a summary of any issues that were encountered.
