New incognito tabs are momentarily white. |

Issue description> Frequency 5/5 > OS OS X, Linux, (not Android/iOS). >Chrome version M49 > What steps will reproduce the problem? (1) Create a new incognito tab in a new window (ctrl shift n) (2) Create another incognito tab, in the same window (ctrl t) > What is the expected output? I expect the window to not flash white in between the tab creation. > What do you see instead? The window flashes to white in between the tab creation.
