Initially focused window keeps re-stealing focus during session restore

Version: 51.0.2680.0 canary (64-bit)
OS: Win10
(but also saw it on Chrome OS)

What steps will reproduce the problem?
(1) Kick off session restore with many windows.
(2) Focus another window will the initial foreground window is still loading.

What is the expected output?
Focus stays in explicitly focused window.

What do you see instead?
Initially focused window keeps stealing focus back (multiple times) while it's loading.
