What steps will reproduce the problem?
1) Launch chrome, go to 'chrome://.. ' (Error page) restore the the window and resize it horizontally to minimum size.
2) Change the page zoom level to 150%, 175% and observe.

Unwanted vertical scrollbar is seen at 150 and 175 %, but it is not seen for 200%.

Vertical scrollbar should not be seen if all contents are displayed on the page.

This is a Regression issue broken in M-49, below is the bisect info
