Regression: White patch is observed under the new tab button for browser restore down mode.

Chrome Version: 51.0.2681.0 2668bea689fd4a5ce07011903bca095aaf67bb07-refs/heads/master@{#381614} (32/64-bit)
OS: Windows (Win 7 Aero-Enabled), Linux.
Pre-condition: Set the 'Material design in the browser's top chrome' flag to 'Material'

Steps:
1. Launch chrome and restore the browser to minimum size.
2. Now open multiple tabs and observe the upper area under the new tab button.

Actual: White patch is observed under the new tab button.

Expected: No such white patch should be seen.

This is a regression issue broken in M-49.

Manual Regression Range:
Good Build: 49.0.2586.0
Bad Build: 49.0.2587.0

The issue reproduces on Linux even at 5c3618255 (with --top-chrome-md=material); it may well be a longstanding issue in the material design top chrome. As the window gets very small, a gap in the line separating the tabs from the toolbar becomes visible near the new tab button.

(Tip for looking: the effect is less visible with the blue theme, but it's harder to see unless the window is defocused.)
