Regression: White patch is observed under the new tab button for browser restore down mode.

Issue descriptionChrome Version: 51.0.2681.0 2668bea689fd4a5ce07011903bca095aaf67bb07-refs/heads/master@{#381614} (32/64-bit) OS: Windows (Win 7 Aero-Enabled), Linux. Pre-condition: Set the 'Material design in the browser's top chrome' flag to 'Material' Steps: 1. Launch chrome and restore the browser to minimum size. 2. Now open multiple tabs and observe the upper area under the new tab button. Actual: White patch is observed under the new tab button. Expected: No such white patch should be seen. This is a regression issue broken in M-49. Manual Regression Range: Good Build: 49.0.2586.0 Bad Build: 49.0.2587.0 Narrow Bisect: https://chromium.googlesource.com/chromium/src/+log/5c361825548ff9720c0e3544c685e951c5b5c0fd..7392034748230b0367bc2e68f430f96be8aaeabd?pretty=fuller&n=100 Suspecting: 364230 ? Please re-assign if your change is not the cause of this issue. Note: Issue is not seen in Mac OS.
