What steps will reproduce the problem?
1) Launch chrome, click on avatar icon in top R.H.S and select 'Sign in to chrome' button.
2) Enter '&*&' in email textbox, press Enter key 5-10 times and observe.

Captcha is missing on pressing Enter key.

Captcha should be seen on pressing Enter key.

This is a Non-Regression issue seen from M-34 series (Chrome version: 34.0.1759.0)

Note: Prior to the mentioned build, on clicking 'Sign in to chrome' button it used to navigate to 'Set up Chrome' page.
