Regression: Unwanted blue highlight is seen over the 'Cast to' text of Cast overlay.

Chrome Version: 51.0.2681.0 2668bea689fd4a5ce07011903bca095aaf67bb07-refs/heads/master@{#381614} (32/64-bit)
OS: Windows (Win 7 Aero-Enabled)

Precondition: Enabled 'Media Router' flag from chrome://flags

Steps:
1. Launch chrome and click on 'Cast' option from wrench menu.
2. Press the tab key from keyboard and observe the navigation of focus ring.

Actual: Unwanted blue highlight is seen over the 'Cast to' text which is not clickable.

Expected: Blue highlight should not be seen over the 'Cast to' text.

This is a regression issue broken in M-51, will soon update the other info.
