Left-clicking links in some MHTML files doesn't work (it works fine in Internet Explorer)

Issue description

Example URL:
http://www.youku.com/

Steps to reproduce the problem:
1. visit http://www.youku.com or http://www.taobao.com
2. call saveWebArchive API to save the web content
3. open the saved mht file
4. click the some link in the web page
5. link can not open

What is the expected behavior?
click the link can open the new web page

What went wrong?
saved web page has bug

Chrome version: 47.0.2526.73  Channel: stable

saveWebArchive API - is this from an Android WebView? Or some other API?

I've wanted to see if this is a generic MHTML generation problem that repros across all platforms and tried to repro the problem on Windows running 51.0.2688.0 (Official Build) canary (64-bit).  

Repro steps:
  1. Setup:
    1.1. Launch Chrome making sure that MHTML is enabled via --save-page-as-mhtml
    1.2. Go to http://www.taobao.com
    1.3. Save the page as MHTML
  2. Test steps:
    2.1. Open the saved MHTML file in Chrome
      2.1.1. Left click on "淘抢购" link (next to a picture of umbrellas, clock and shopping bags).  Observe that nothing happens (i.e. this is the repro of the reported problem).
      2.1.2. Right click on the same "淘抢购" link and choose "Open link in new tab".  Observe that "https://qiang.taobao.com/?from=world" URL opens in a new tab as expected.
    2.2. Open the saved MHTML file in Internet Explorer (11.0.9600.18230)
      2.2.1. Left click on the same "淘抢购" link.  Observe that a new tab opens with "http://qiang.taobao.com/?from=world" URL (i.e. the generated MHTML file works fine in Internet Explorer).

Given above:
- It seems that the MHTML file is generated fine - it works fine in Internet Explorer (where left-click opens links just fine).
- The problem affects more than Android and/or WebView - it also repros on Windows (and possibly on other platforms).
To help with further investigation I've attached the MHTML saved/generated in #c6 above (see taobao.mht inside taobao.zip).
