Regression: Focus issue is observed on Cast overlay.

Issue description

Chrome Version :51.0.2681.0 2668bea689fd4a5ce07011903bca095aaf67bb07-refs/heads/master@{#381614} (32/64-bit)
OS: Windows, Linux

Precondition: Enabled 'Media Router' flag from chrome://flags

What steps will reproduce the problem?
1. Launch chrome and click on 'Cast' option from wrench menu
2. Press tab button such focus reach back arrow button, observe.

Actual: Focus does not stay on Back arrow icon.
Expected: Focus should stay.

This is regression issue, broken in ‘M 51’ and will soon update the other info.

Issue was rechecked on canary 51.0.2682.0 for Windows and MAC OS

@ apacible: Thanks for looking into it. Just rechecked it on Windows and Linux for build 51.0.2686.0 and unable to reproduce it.
