Regression:Autofill data doesn't populate after clicking on any field.

Chrome Version:51.0.2681.0 2668bea689fd4a5ce07011903bca095aaf67bb07-refs/heads/master@{#381614} (32/64-bit)
OS:Mac,Windows  

What steps will reproduce the problem?
1.Launch chrome and navigate to chrome://settings/autofill ,click on 'add new street address' enter data first/last name, address etc.
2.Navigate to https://www.overstock.com/ ,Add any product to cart, click on 'checkout' button.
3.Double click on first name field, observe 

Actual: Autofill data doesn't populate after clicking on any field.

Expected: Autofill data should populate after clicking on any field.


This is a regression issue broken in 'M45' and will soon update other info.

Correction: This is a regression issue broken in 'M44' and below is the manual regression range
Good Build: 44.0.2384.0 
Bad Build:  44.0.2385.0
