[Chrome][M49][Android 6.0] Feature Request - Hongkong Chinese Support

Issue description

Steps to reproduce the problem:
1. Go to Setting > Language > Select Hongkong Chinese
2. Open Chrome > Touch Options

What is the expected behavior?
Hong Chinese should be displayed.

What went wrong?
English is displayed.

Did this work before? No 

Chrome version: 49.0.2623.87  Channel: stable
OS Version: 6.0
Flash Version: Shockwave Flash 21.0 r0

I understand but Hongkong Chinese is popular language.
Hence I'd like to request to support Hongkong Chinese in near future.

We aren't intending to add any additional languages in the immediate future, for APK size reasons. We'll keep this open and revisit later, but this is not going to be scheduled for any particular release, sorry. Leaving with Jason for now.
Issue 616645 has been merged into this issue.

Does fix for crbug.com/555101 make this obsolete, or we still want to do zh-hk translations separately?
Don't know; that might be sufficient? The fix went into 52.0.2723.0 so is there in current dev chrome, if anyone from LGE wants to test. It will be released in WebView as well once 52 goes to beta.
In M52 hk users will see Chrome in traditional Chinese. I would mark it as Fixed or Duplicate of the fixed bug.

In Android 6 and above, HK becomes a sub entry of zh, and thirdparty apps no longer need to special case HK or SG.

I will mark this bug as wont fix because Android already made it to happen.
