Fixed position elements break mouse wheel scrolling while selecting text

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Steps to reproduce the problem:
1. Open the given link and select any text
2. While holding down Mouse 1 start scrolling down using your mousewheel

What is the expected behavior?
More text should be selected and while the page should scroll down normally.

What went wrong?
Page barely scrolls in any direction. 

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? Yes Chrome 48ish

Does this work in other browsers? Yes 

Chrome version: 49.0.2623.87  Channel: stable
OS Version: 6.3
Flash Version: Shockwave Flash 21.0 r0

Remote the class .fixed from the header and the issue is gone.

Noticed that turning off smooth scrolling fixes the issue too.

Changed the name of the repo and the GH-Pages url changed too: Here's the correct one
