[Regression]: Added theme is not fully applied in incognito mode

OS: Ubuntu 12.04,14.04

What steps will reproduce the problem?
(1) Launch chrome >> Make sure GTK+theme is selected in Appearance section of chrome://settings
(2) Open incognito window and observe Bookmatk bar
(3) Now change to "Classic theme" or add any dark theme as specified above >> Again go to incognito window and observe bookmark bar

Expected: On adding any theme,it should be applied tottaly to incognito page
Actual: Instead white patch is seen in bookmark bar

This is a regression issue broken in M51. Will provide bisect info soon.
