My published extension keeps reinstalling itself

What is the expected behavior?
Um, when users uninstall... it stays uninstalled

What went wrong?
It comes back like the zombie apocalypse; users start thinking of this as malware.

Did this work before? Yes Many years ago when it was a legacy app

This might be the same as bug 548333 (fix should be in chrome 48 or higher), or possibly  bug 517910  (key thing there seems to be having switched from being an app to being an extension).

Both the bugs listed in c#1 are now closed. And the bug itself can't be reproduced since it seems that the SourceKit extension no longer exists. Closing the bug. Please re-open if this is still an issue.
