Supervised users on Chrome browser can delete "User Manager" freely.

Issue description

Chrome Version       : 49.0.2623.87 m + [stable]

Other browsers tested:No
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox:
         IE:

What steps will reproduce the problem?
(1) As a supervised user go to settings
(2) Scroll to "People" 
(3) Click on "X" next to admin account to delete "User Manager" profile.
(4) Chrome browser automatically creates new user "Person 2" and redirects to a new unrestricted instance of Chrome.
(5) Supervised user is no longer supervised. Can browse web unrestricted.

What is the expected result?

A supervised user should not be allowed to delete the "User Manager" profile.

What happens instead?

A supervised user can delete the "user manager" profile. And even though in theory they are blocked from adding users once they delete the "User Manager" it automatically creates a new user.
