Removing an extension from the toolbar via right-click pulls in the next extension from the menu bar.

Issue description

Chrome 51.0.2679.0 
OSX 10.11.3

What steps will reproduce the problem?
(1) Make sure chrome://flags/#enable-extension-action-redesign is enabled.
(2) Hide an extension from the toolbar.
(3) Click on the right-most extension that is still in the toolbar and remove it from Chrome.

What is the expected output? What do you see instead?
The hidden extension (from step 2) slides in from the menu.
I would expect it to stay in the menu.

I can confirm that I see this same behavior and it is quite annoying.

Status: Fixed (was: Untriaged)
Revision 12671aca120fb0ffe0b61644b59035da504de9a5 fixes this for the case of uninstalling an extension (it and its linked bug also provide some background on why we don't do this for e.g. disablements)
