[FR] Enterprise policy to add microphone exceptions

Issue description

Description:
Add manual exceptions for microphone in Chrome Browser and Admin Console.

Use case:
The students will be reaching a website that requires the usage of the microphone, since the students are young kids they may not be able to understand they need to allow the usage of the device.

Motivation:
The students can block the usage of the microphone and removing the exception needs to be done manually. Also, in order to avoid the previous scenario the admins should be able to manage exceptions form the admin console or at least be able to add the exceptions manually at Chrome browser

Existing workarounds:
None, manual exceptions cant be added for hardware related settings like camera and microphone and there's no policy or setting at the admin console to add them.

Getting somewhat similar issue, students work in a kiosk mode with auto-login. No option from Admin Console to allow the microphone at all times. Or at least add exception to always allow on certain websites.
