Android devices on tryserver.chromium.perf are offline

Issue description

Merging all android device offline issues into this one.
The following are the offline devices on tryserver.chromium.perf:

build104-b4
build106-b4
build105-b4
build110-b4
build111-b4
build112-b4

On the android_nexus9_perf_bisect slaves ( build{104,105,112}-b4 ) I replaced the usb 3.0 hub with one of the bc 1.2 usb 2.0 ones.   I expect this to be more stable.  Also verified that charging state is AC powered on these N9's.
