Hangouts automatically sends certain numbers to voicemail

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 7834.60.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.95 Safari/537.36
Platform: 7834.60.0 (Official Build) stable-channel panther

Steps to reproduce the problem:
1. Open Hangouts
2. Disable Transparent UI
3. Receive a call (example number is 800-968-8159
4. Call will show for a flash and then disappear.
5. A moment later I will receive a voicemail.
6. To correct issue.....
7. Go to settings and Enable Transparent UI
8. Receive a call from the same number 800-968-8159
9. The call will ring as expected. I can answer or not.
10. At the end of about 10 rings, the call goes to voicemail as expected.

What is the expected behavior?
The expected behavior is for the Hangouts app to behave the same whether or not Transparent UI is enabled. To reiterate, with Transparent UI ENABLED, everything works perfectly. If you DISABLE Transparent UI, the call is now auto forwarded to voicemail. This only started on "Google Hangouts 2016.205.418.1". It has worked perfectly for at least 1 year prior.

What went wrong?
Starting with Google Hangouts 2016.205.418.1, certain calls are 100% of the time, auto forwarded to voicemail. Call waiting is also affected at a lower percentage.

Did this work before? Yes PRIOR to Google Hangouts 2016.205.418.1

Because I use Google Voice for business and as my primary number, this is horrible since it is unreliable now in my preferred UI. Transparent UI is frustrating because even when a conversation is minimized, you still can not click behind the window as an example. I much rather prefer the app UI, but I can not use it any longer because of this issue.

I have submitted feedback, through every means, but have received zero assistance and the bug persists through the past 4 Hangouts Extension updates, including the current March 16th release, Version: 2016.301.419.2.

Status: WontFix (was: Unconfirmed)
This sounds like a bug in the hangouts extension, rather than the Chrome itself.  Please file a bug against the extension.
I have no resolution anywhere. I got a brand new Chromebook and it exhibits the same behavior out of the box with zero extensions enabled. This makes me think it is with the OS. 

However, I understand your comment but I suppose I am asking for help. Can you route this information to someone? There is no feasible way to submit a bug on the extension itself.
