Side-scrolling (horizontal scroll) fails with Elecom TrackBall Mouse M-XT3URBK

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.87 Safari/537.36

Steps to reproduce the problem:
1. Go to https://bugs.chromium.org/p/chromium/updates/list
2. Shrink the browser until a horizontal scroll bar appears
3. Scroll left/right using a M-XT3URBK

What is the expected behavior?
Web page scrolls left/right

What went wrong?
Web page is not affected

Did this work before? Yes about two months ago it worked. I don't update too regularly though, so it might have been longer.

Chrome version: 49.0.2623.87  Channel: stable
OS Version: Arch Linux
Flash Version: Shockwave Flash 11.9 r900

1. The left/right scroll works in Firefox with the M-XT3URBK.
2. When using a Logitech M705's left right scrolling, it works in Chromium.
3. xinput test returns the same data (button 6/7, motion a[2]) changes for both these input devices.
