Tabs are cut off after exiting a fullscreen video

Issue description
Chrome Version: 49.0.2623.87 (64-bit)
URLs (if applicable): YouTube.com, Netflix.com
OS version: 10.11.3
Other browsers tested:
Safari: OK
Firefox: OK
What steps will reproduce the problem?
(1) Go to a video
(2) Fullscreen the video
(3) Exit with `esc` key, and repeat until you see the tabs cut off on top
What is the expected result?
Tabs should be displayed without being cut off (see the tabs-full.png screenshot or http://beil.io/1liRd).
What happens instead?
Sometimes the tabs will be cut off when exiting a fullscreen video (see the tabs-cut-off.png screenshot or http://beil.io/qZst).
