Measure usage of speech api |

Issue descriptionPart of the speech API is still webkit prefixed and doesn't match the spec. This part isn't implemented by any other browser. The other part of API (speech synthesis) is implemented behind a flag in Firefox and seems to match the spec at first glance. Having data about usage of both parts of the API would be interesting.

+tommi I don't work on speech anymore (other than shouting about speech-api keys on chromium-dev). +tommi whose team own the feature.
