PDF Plugin not accessible to screen readers

Issue description

The Chrome PDF plugin is not accessible to the blind people, using screen reader.
Documents are not readable.
Only blank document are presented to the blind. Tried with JAWS and NVDA.
Chrome Version       : 50.0.2661.26
OS Version: 10.0
  Firefox 4.x: OK
     IE 7/8/9: Not applicable

What steps will reproduce the problem?
1. Install any screen reader and run Chrome.
2. Navigate to any page with PDF document.
3. Open it directly in Chrome.

What is the expected result?
I expect that document load llike any other webpage, and to display  correctly for screen readers.
In Firefox its solved and working great.
What happens instead of that?
When I open the PDF document, screen readers just reads, "document blank."

Please provide any additional information below. Attach a screenshot if
possible.
Maybe you can see how mozilla solved that. OR better, to choose Google online renderer for PDF documents. In Gmail, when I choose option "show as HTMl", I can read document properly.
