Steps : 
1. Launch Chrome and open above url.
2. Now go to devtools and open console bar by pressing 'Esc' key from keyboard,some error messages are displayed.
3. Now drag the devtools window to RHS and observe the contents(error messages) under console

Actual : Flickering of error messages is seen when devtools window is dragged to RHS.
Expected : Flickering of error messages should not be seen when devtools window is dragged to RHS.

This is a regression issue broken in 'M-50' and below is the manual regression and narrow bisect info:
Good build : 50.0.2647.0
Bad build : 50.0.2650.0
