[Chrome][M49][Android 6.0] Feature Request - Resume downloading when restored from network error status

Steps to reproduce the problem:
1. Set WiFi on
2. Open Chrome and download huge file
3. Set WiFi off when downloading is in progress
4. Restore WiFi (Set WiFi on)

What is the expected behavior?
Failed downloading should be resumed.

What went wrong?
User can't resume failed downloading.

Did this work before? No 

Chrome version: 49.0.2623.91  Channel: stable
OS Version: 6.0
Flash Version: Shockwave Flash 21.0 r0
