Regression: Weird behaviour of 'Google Maps' icon is observed on Tab-strip on zoom in/out the page.

Issue descriptionChrome Version: 50.0.2661.37 (Official Build)4cf5e769930d697e8f617cff6a12f0d27dbfee89-refs/branch-heads/2661@{#250} 32/64-bit. OS: Window(Win 7-Aero enabled), Mac. What steps will reproduce the problem? 1. Launch chrome and go to www.maps.google.com ("Google Map" page will open) 2. zoom in/out the page using mouse wheel and observe the 'Google Maps' icon on tab-strip. On zoom in/out the page, Unnecessary google maps icon changes momentarily to default icon on tab-strip. On zoom in/out the page, google maps icon should not change to default icon on tab-strip. This is a regression issue, broken in M-45 series, below is bisect info. Re-bisected on different machine and found the range below. At the code level this doesn't make much sense. Maps uses replaceState, which ends up being classified as an EXISTING_PAGE navigation, which keeps the favicon in NavigationControllerImpl::RendererDidNavigateToExistingPage .
