Regression:Able to switch between tabs even if save dialogue box is open.

Chrome Version:50.0.2661.37 (Official Build)4cf5e769930d697e8f617cff6a12f0d27dbfee89-refs/branch-heads/2661@{#250} (64-bit)
OS:Mac

What steps will reproduce the problem?
1.Launch chrome and open 2-3 webpages,navigate to chrome://tracing/
2.Click on 'record' button and stop the recording.
3.Click on 'save' button and switch to previous tab, observe.

Actual: Able to switch between tabs even if save dialogue box is open.

Expected: Should not allow to switch between tabs if save dialogue box is open.

This is a regression issue broken in 'M43' and will soon update other info.

This doesn't seem like a tracing bug to me. If the save dialog isn't working that's external to tracing.
