Create a dedicated SVG text performance benchmark |

Issue descriptionWe dropped the ball recently with an SVG performance regression for all SVG text. This was, in part, due to having only a single perf test (SvgCubics) that happened to have some text. We should add a perf test just for SVG text (<text>, <textPath>, and bidi text).
