Casting from Netflix site launches Netflix on Chromecast but doesn't play anything

Issue description

Version: 49.0.2623.95 beta
OS: ChromeOS (Chromebook Flip)

What steps will reproduce the problem?
(1) Start a show playing on Netflix.
(2) From the site, click the Cast icon.

What is the expected output? What do you see instead?

Expect that Netflix launches on the Chromecast, and that the selected show plays.

Instead, Netflix launches, but the show does not play.

Yes, it still repros at @ 50.0.2661.32

Repro steps:
1. Load netflix.com and start playing a video.
2. Start casting to a device.
3. Cancelling casting.
4. Start casting to the device again.

At #4 the Netflix app will re-load on the Chromecast device, but won't play the video.

Wez, does this still repro?  We've had some reports of bugs with NF (on their end) but this may now be resolved.

Re #9: I tried last night w/ the extension, and was able to repro the issue once:
- The video then played for ~30 seconds.
- I tried stopping the first Cast attempt and re-trying.
- This time it worked, but the video started from the beginning, rather than from ~30 seconds in.

This was on a Windows device, running the old extension, though - which would support the idea that it's not MR nor ChromeOS specific.

I strongly suspect this is a NF issue, based on similar reports we've seen.  Wez if you can reproduce similar behavior on other sites though, please let me know.  cc-ing petem@ for follow-up with NF.
