"BrokerProcess.RecvMsgDescriptorLeak" is flaky

Issue description

"BrokerProcess.RecvMsgDescriptorLeak" is flaky.

This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. When done, please remove the issue from Sheriff Bug Queue by removing the Sheriff-Chromium label.

This seems to only have happened on linux_chromium_rel_ng for the last few days.

Looks like this started happening just a couple days ago (on the 15th), so maybe we can find some culprit here and revert it? It's not super flaky so I'll just snooze the sheriff queue for now.

Nope, no one found a culprit so I'll disable the test on Linux.
