Unable to mute OOBE startup sound before it plays on Chromebooks

Issue descriptionI find myself unable to mute the startup sound even when the UI shows the mute button being registered before the sound plays. I've seen this on a few different machines, so I assume it's reproducible on all ChromeOS devices. To reproduce: 1. Turn the volume up 2. Reboot Chromebook 3. Once the UI has loaded, but before the sound plays press "mute" 4. Look for the mute UI to indicate the mute button worked 5. Listen for the startup sound playing anyway I've attached a video of myself reproducing this on Kip.

I spoke with Dylan about this, and it looks like this sound only plays during OOBE. After I logged in with an account the sound stopped happening at all. I guess that makes this much less of a problem, since most users won't immediately try to mute the speakers the first time they turn on their Chrombook. However, it still seems strange that you can't mute the sound though.
