Set DPI scale for the UI for TV users

Steps to reproduce the problem:
1. Plug the ASUS Chromebit CS10 to a FullHD TV

What is the expected behavior?
There should be a slider to set the DPI for all the elements of the UI.

What went wrong?
There isn't...

Did this work before? No 

Chrome version: 50.0.2661.20  Channel: dev
OS Version: 7978.10.0
Flash Version: Shockwave Flash 21.0 r0

Other OSes like Windows 10 or Ubuntu allow you to choose the size of the UI elements (like Normal, Big or Small)
