[Media Router WebUI] Shift+Tab skips first sink

Issue description

1. Open Media Router dialog. Have at least 2 sinks.
2. Tab to the sink list to the second sink.
3. Tab backwards (Shift+Tab) once. Notice the first sink will be skipped and focus is back in the header.

The only way to tab to the first sink once already in the sink list is to either:
1. Tab back to the header, then forward to the sink list.
2. Tab through the entire list and wrap around to the header, then to the sink list.

According to the paper-menu docs, the supported way to navigate between menu items is using the up/down arrow keys. We've been primarily using tabs. On a bare bone demo app with a paper-toolbar and paper-menu (served locally, not in WebUI), tabbing switches the focus from the first menu item to the omnibox. The only way to navigate between items is the up/down arrow keys.

This is not a recent regression (observed in stable m49) and the suspected change in the bisect does not touch the WebUI. It would be nice to get the back-tab working at some point, but I'm going to prioritize other tasks in the meantime.

It seems that you cannot use tab or shift+tab to navigate within the sink list, but instead up/down arrow keys can be used. Jennifer, is that behavior different from what you observed initially / is this bug still relevant?

#4 is still relevant. This is expected behavior because of Polymer (see #12).
