The Quirks Client (see  Issue 549349 ) currently does not check the Quirks Server for updates to files it has already downloaded.  At present, this is not a problem because no files have been updated, and we're not sure if any files ever will be.  It was decided to postpone this functionality until such a hypothetical file update actually happens.  I'm creating this issue (i) to document this fact, and (ii) as a convenient trigger should such an update ever happen.

TODO: As soon as any existing Quirks file on the server gets updated to a newer version, someone just needs to mark this issue "Assigned", and that should be enough to prompt the necessary client and server changes.
