Chrome Version: 51.0.2679.0 (Official Build) 740688bec5c66af00debe117b6d375ecd212e570-refs/heads/master@{#381134} -32/64 bit
OS: Windows(Win 7-Aero enabled)

Pre-condition: Select 'Material' option for 'Material design in the browser's top chrome' in chrome://flags.

Steps:
1. Launch chrome,open Devtools window and press F1 to open 'Settings'.
2. Click on 'Workspace',click on 'Add folder',add any two folder.(So that two info bar is seen)
3. Observe

Actual: Second Info-bar is not seen properly i.e the "arrow point" of info bar is not seen.

Expected: Second info-bar should be seen properly.

This is a regression issue broken in M-50, below is bisect info

Good build: 50.0.2653.2

Bad build: 50.0.2654.0
