In Incognito mode, bookmarked page navigates to incorrect tab in normal window.

Reported by vvishwak...@etouch.net, Mar 15 2016

Issue description

Version: 51.0.2679.0 (Official Build)740688bec5c66af00debe117b6d375ecd212e570-refs/heads/master@{#381134} (32/64-bit)
OS: Mac, Windows (Win 7-Aero enabled)

What steps will reproduce the problem?
1) Launch chrome, go to chrome://settings, right click and select View page source option.
2) Bookmark the view-source:chrome://chrome/settings/ page and open Incognito window.
3) From Bookmarks bar, click on the bookmarked page and observe.

On clicking bookmarked page, it navigates to chrome://settings page.

On clicking bookmarked page, it should navigate to view-source:chrome://chrome/settings/ page.

This is a Non-Regression issue seen from M-30 series (Chrome version: 30.0.1549.1)

Mac triage: this repros locally on Linux with 65.0.3325.162. I think the logic in content::HandleViewSource() is being applied before the logic to handle settings loads in incognito. Marking for Network triage. Definite Pri-3 though.

Network triager here.

ellyjones@: were you repro'ing with instructions provided by the reporter? I am on Linux 65.0.3325.181 and wasn't able to repro. Clicking the bookmarked page brings me to the view-sourece:chrome//chrome/settings/ page. I wonder whether I missed some key steps to repro.

#3: Yep - you have to click the bookmark in your Incognito window, not your regular window, or the correct URL will load.

Apparently this is an intentional behavior -- chrome://settings is not allowed in an incognito window, and will instead open in a non-incognito window:

https://cs.chromium.org/chromium/src/chrome/browser/ui/browser_navigator.cc?l=737

As for stripping of view-source: when changing the navigation parameters, that might not be intentional, but seems like this is not really supported either way.
