Weird white patches are observed behind event pic on hovering mouse pointer.

Issue description

Chrome Version: 51.0.2679.0 740688bec5c66af00debe117b6d375ecd212e570-refs/heads/master@{#381134} 32/64 bit.
OS: All (Win 7 Aero-Enabled)

Steps:
1. Launch chrome and navigate to https://www.locoticket.com/
2. Hover the mouse pointer over any event pic and observe.

Actual: Weird white patches are observed behind event pic on hovering mouse pointer over it.

Expected: No such white patches should be observed.

This is a regression issue broken in M-41.

Manual Regression Range:
Good Build: 41.0.2216.0

I can repro this on Linux. It looks like a paint or invalidation or compositing bug, because the box with the shadow that is seen behind the animating images is clipped to a layer or tile boundary (visible with DevTools layer boundary visualization).

Stephen: this bug has a bisect no? Is there a culprit CL? It looks worth it to investigate further.
