Steps: 
1. Launch chrome and navigate to chrome://apps
2. Zoom in to any zoom level for eg. 400% and then click on 'Reset to Default'

Actual: Unwanted scroll bar is seen on the webpage after clicking 'Reset to Default'

Expected: No such scroll bar should be seen.

This is a non regression issue seen from M-30 build no. 30.0.1549.0
