Non-regression : Autofill does not fill the phone number, ZIP code and address fields in 'www.kohls.com' site.

Issue description

Chrome Version       : 51.0.2679.0 (Official Build)
OS Version : Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/autofill ,click on 'add new street address' enter data for name, address, city, zip code.
(2)Navigate to 'kohls.com', add any product to bag and click on checkout as guest.
(3)Double click on first name field and observe the fields.

What is the expected result?
Along with the other fields, phone number, ZIP code and address fields should also be filled by autofill settings.

What happens instead?
Some of the fields are not filled by autofill settings when checking out as guest.

This is a non-regression issue as the issue is also reproducible on 33.0.1750.152 stable build.

Even after signing in and checking out, the autofill settings do not fill the phone number, ZIP code and address fields while adding the shipping address.

Able to reproduce the issue on Mac 10.11.3 using chrome version 51.0.2679.0.

Marking it as Untirgaed as this is non regression issue.

The cause of this bug is the presence of fake placeholders that Autofill interprets as user entered values. Thanks for reporting, merging into the root cause bug.
